Fines Caused by Clerical Error??
Investigation by your union reveals a clerical error in HR possibly caused the the $150,000 plus fines levyed by SURS against Oakton Community college. All Oakton SURS annuitants fired because of Biss Bill.

The AFA has learned that the Oakton Administration plans to fire all SURS annuitants working at Oakton, see M.Martens email, at all employment levels. This includes many adjuncts. See pictures of November 18, Oakton Trustees Meeting or our November newsletter or our December newsletter .

On December 9 over 25 adjuncts and supporters showed up at the Board of Trustee's meeting, 10 of them talked to the board durning the public participation segment. See Barbara Dayton's Comments to the Board of Trustees

IEA initiated admendment easing Biss Bill now law
The Biss Bill mandated a severe penalty on any SURS institution that hires a SURS annuitant that has made an annual salary after 2013 of more than 40% of highest annual earnings prior to retirement. While this bill was aimed at highly paid administrators it affected mostly adjuncts with small SURS pensions, in some cases even teaching one course a year could "affect" them. Some community colleges used this bill as an excuse to not hire SURS annuitants at all. At the urging of the IEA Higher Education Council Senate Bill 2887 exempts annuitants with annuities of less than $10,000 from becoming "affected."

The bill was signed by the Governor on December 30, 2014. Unfortunately, at the present time Oakton is refusing to honor the spirit of this bill and hire annuitants who fit the criteria.

Pension Bill Ruled Unconstitutional
The State of Illinois has recently enacted SB-1 which cuts benifits for many state pension plans including SURS which Oakton adjunct faculty contribute to. A summary of the bill can be found here (PDF). On November 21, 2014 Sangamon County Judge John Belz sided with retiree and employee organizations that argued that SB-1 violates the State's constitutional clause that pension benifits shall not be diminished or impaired. The fight now goes to the Illinois Supreme Court.

Membership Meetings

The fall membership meeting was again held at Fairway Banquets located at the TAM golf course in Niles. About 50 members attended. Entertainment was provided by the Oakton improv group OMG.


The next meeting will be March 29 at 4:30 at North Branch Pizza at the corner of Lake and Milwaukee in Glenview.

AFA History

After over a year of hard work by author Barbara Vallaly who went through piles of old records and clippings and interviewed present and past members of the AFA as well as IEA staff, the AFA History is almost ready for publicaton. An excerpt of this history is available here. If you would like to purchase your own copy for $5, to cover printing, contact the AFA office or stop by the office during office hours.

An appendix to the history chronicles the 2013 struggle to protect adjuncts at Oakton from losing hours to prevent them from being entitled to health care. As a result of the contract negotiated a few adjuncts were allowed to keep most of their hours and also receive the same health care offered to Oakton full time faculty and staff.
